But that would be serious overkill especially at your resolution. tbh I think you'd be better off getting a new monitor and a 300 euro gfx card if you're intent on spending that much money.
Generally you'd know your pc specs from when you bought it or by opening up the case and taking a look inside.

The only thing it'd be missing is type of ram which isn't that important to know and PSU which is important if you're buying a new gfx cad and your PSU isn't powerful enough.
